Working Party on Industry (WPI)

The Working Party on Industry (WPI) is the advisory body to the Committee on Energy Research and Technology (CERT) and the IEA Secretariat on industrial matters. The Working Party aims to ensure that energy-related technologies for (heavy) industry contribute effectively to achieving the national and collective energy and climate policy objectives of IEA member countries.

Short Description

The Industry Working Party supports the coordination of relevant Technology Centres (TCPs), promotes policy dialogue between member countries and provides strategic advice on data collection, monitoring and analysis to the IEA.

In its second term 2026–2028, the WPI will continue and expand its activities in consultation with IEA members. Its primary aim is to support governments in establishing effective policy frameworks for heavy industry.

The Working Party oversees the IEA IETS TCP "Industrial Energy Technologies and Systems".

Scope

  • creating the technical enablers and framework conditions for the policy implementation, including technology-related innovations in industry, scalability, costs and commercialisation, as well as economic analyses and methods for measuring emissions;
  • monitoring market-related developments and technology trends, and the application of standards, including in relation to low-emission materials;
  • identifying factors that influence industrial competitiveness, energy security and emerging opportunities in industrial supply chains,
  • identifying enablers that promote the creation of markets and private-sector investment and improve competitiveness through efficiency, emissions reduction and reliable energy sources;
  • Select and develop policy options, including the use of the IEA's 'Policy Toolbox for Industrial Decarbonisation'.

Tasks

  • International cooperation and, where appropriate, the development of joint solutions relating to the heavy industry sectors,
  • Exchange of best practices, experiences and lessons learnt regarding policy measures to promote technology development and deployment in heavy industry,
  • Collection and exchange of data to track progress, such as current demonstration projects for innovative technologies, data on procurement or policy developments,
  • Provision of strategic guidance for the work of the IEA Secretariat,
  • Exchange of information between industry-relevant TCPs to identify opportunities and gaps in international research cooperation,
  • Provision of information and advice to the CERT on the results and plans of the working group and the TCPs it oversees,
  • creating opportunities for governments and their industry associations to network and stay informed about global technological developments in the sector; and
  • cooperation and exchange of ideas, data and analyses with other relevant platforms to maximise effectiveness and avoid duplication.
