Recommendations for funding criteria to promote system benefits for medium and large battery storage systems

Market analysis and stakeholder process

Short Description

With the further development of the Climate and Energy Fund's funding programme, innovative medium-sized (51-200 kWh) and large systems (over 200 kWh) are to be funded in addition to electricity storage systems up to 50 kWh (home storage systems).

In this project, recommendations for funding criteria to promote system benefits for medium and large battery storage systems (electro-chemical battery storage) are being developed. First, the current legal framework was analysed and important topics were identified. In addition, a market analysis was carried out for medium and large battery storage systems.

Based on this, a stakeholder process was carried out with 18 interview partners, which was organised in the form of expert interviews. In addition, the members of the Technology Platform Smart Grids Austria were also involved by e-mail.

During the stakeholder process, some possible system-beneficial funding criteria were filtered out, which were shortened to five main criteria which include the following topics: communication, interoperability and energy management, demonstration of compliance, multi-use, provision of operational values and real-time data exchange. For each of these, the relevance of the criterion, a description and the necessary evidence were elaborated and presented.

Towards the end of the report, recommendations for additional funding criteria and adjustments to the funding guidelines are presented (sustainability, service and maintenance, added value, system-beneficial e-mobility funding).

Finally, a short outlook is given on which further possibilities for future funding are known and which further analyses would be useful
