Conceptual Formulation

This demo-project has been set up to test the application of the project "Building constructions and building materials for highly insulated construction technique, construction physics, ecological evaluation and costing" in practice. It is promoted by the program line Haus der Zukunft (House of the future).

Ecological optimisations based on the so called "Passivhaus-Bauteilkatalog (passive house construction components catalogue)" are advertised in compliance with public procurement law. For this, the Umweltverband has established guidelines (Ökoleitfaden: Bau) in 2000. In the demo-project practicability of these guidelines shall be presented and improved.

In many areas there is a deficit of knowledge about the effect of constructing due to ecological criteria on the building's total cost. By advertising both for bids for the favoured ecological construction and for conventional standard design it has been possible to measure the actual cost effect of applying ecological material.

Main purpose of the demo project besides erection of a passive house has been cutting in half input of specific primary energy of the primary construction (built-in energy) compared to a matchable, conventional passive house. Simultaneously, ecological production input was to be at least bisected compared to a not optimised building.

Results

The project "Communal Centre Ludesch" is a showcase for trend setting measures with respect to eco-efficient constructing and sustainable management in Austria. Application of these measures for planning and realisation of residential and office buildings have been successfully demonstrated.

In particular the basic concept of sustainable building - buildings and used components shall meet current needs (needs of utilisation) in an optimised way without forcing future generations into a post-utilisation or leaving disposal problems behind - has been applied practically. But the pros of this project are not limited to functional and ecological aspects. Furthermore, regional economic structures could be enforced. By smart usage of ecological material (promotion of innovative products of ecological and healthy-living construction) synergies between optimal functionality and avoidance of environmental and disposal problems could be realised. The outcome is a state-of-the-art building concept and the awareness, that the project could be realised with only 1.9% additional costs for the choice of ecological material.

At current view, the project demonstrates that although environmental cost are mainly socialised, with support of available, practically used planning instruments (e.g. Ökoleitfaden: Bau, IBO-Passivhaus-Bauteilkatalog, div. data bases , etc.) an ecological and sustainable approach can be realised in public building, too; and this without considerable extra costs.
