Organisation and initiation of a multfunctional energy - centre in the community Deutschlandberg

Conception and implementation of a multfunctional energy - centre considering as exemple "Model Güssing", where different possibilities concerning the production- and consumerside are optimised together in order to achieve the aim of an energy - self-sustaining community Deutschlandsberg.

Short Description

An operative goal of this concept is, by means of collection and analysis of the energy-technical, resource-related, organisational, market-related and instrumental regulations, respectively, prerequisites, in the municipality of Deutschlandsberg, needed for the implementation of the "model system Güssing" there, to prove the profitability and the transferability of the model system and to initiate its durable implementation there by means of demonstration projects.

A focus of the project is laid on depicting the optimal combination of the different existing technologies for renewable energy utilisation ("energy mix") and components with reference to both the energy generation end and the consumer end, as well as on the utilisation of inherent synergies, which increase the profitability and thus the feasibility of the single components:

Module "Biomass CHP": substitution of heat (heating and hot water), currently generated out of electricity, by off heat utilisation from the biomass CHP,
Module "Solar Thermal Supply": solar warm water supply of the island positions (sports fields, Koralmhalle, etc.), The usefulness of solar cooling for special applications will be checked,
Module "Saving and Facility Contracting": in the concerned households, conversion from electrical heating into energy supply by biomass CHP (Saving Contracting), island position facilities (Facility Contracting),
Module "Thermal Sanitation (Energy Pass)": preparation of an "energy cataster" on internet base (collection of the current-state data) and presentation of concrete energy saving measures (user behaviour patterns, automatic control, use periods; benchmarking etc.),
Module "Energy Management": Establishment of a permanent energy management that includes partners from the municipality of Deutschlandsberg, the Güssing Centre of Technology, the Deutschlandsberg Centre of Technology, as well as market actors (investors, operators) and the qualified public,
Module "Marketing": Information, positive awareness raising and involvement of the interested public in the working process (regional added value, additional job creation effects, environment etc.), Image building,
Module "Energy Decision-Making for the Municipalities": suggestions for implementation of the renewable energy carriers into the competence of the municipalities and their partners (decentralisation),
Module PPP: organisation and establishment of partnership models (biomass CHP) based on a Basis B.O.T. model.
Module "Environmental Profitability": an overall view on the regional economical cycle of renewable energy carriers - regional circular flow economy - stabilisation of the regional population and employment structure - positive external effects, e.g. over eco-tourism, forming of opinion, etc.).

By 2015, the district political authority (Bezirkshauptmannschaft) of Deutschlandsberg is expected to cover 90% of its energy demand by means of renewable energy carriers originating from the regional resource management.

The settlement of the project occurs locally (Deutschlandsberg Centre of Technology), by means of a project management centre to be established. After the project conclusion, the latter will steer, accompany and evaluate the implementation of the decentralised energy managements.

The consortium consists of the political executives of Deutschlandsberg and of the prospective market customers; the contract of work and labour partners safeguard the successful project implementation, thanks to their competence and experience. In terms of cross-sectionality, external partners (municipality of Kaindorf; the Leibniz Institute of Leipzig) are involved in different forms, so to guarantee the application-oriented result dissemination after the end of the project duration, planned as 20 months.
