IEA Photovoltaic Power Systems (PVPS)

The scope of the Implementing Agreement covered all aspects of photovoltaic systems. The Agreement's mission was to enhance the international collaboration efforts which accelerate the development and deployment of photovoltaic solar energy as a sustainable and renewable energy option.

Summary

The "Photovoltaic Power Systems Programme" is the worldwide leading R&D platform in Photovoltaics. Coordinated in the IEA framework as one of the "Implementing Agreements" of the "Renewable Energy Working Party" it offers since more than 16 years a platform for applied research as well as market dissemination strategies.

Currently 7 Tasks are ongoing, 5 others are already terminated, two had been commenced within the last years.

Austria participates meanwhile in 5 out of 7, with leading the newest one (Task 14) Austria plays, also because of the very active and highly esteemed role of the national participants an important role and can use this programme for fostering the relation to the international Photovoltaic community. It must be mentioned that especially in Photovoltaics international co-operations beyond the EU context is highly important, since many of the leading PV countries are outside Europe like Japan, China, Corea, Malaysia as well as the USA.

IEA-PVPS has reviewed its "Mission Statement" in 2003 for the last time with the active contribution by the Austrian ExCo Member, who is - by the way - currently solely responsible for the next revision process which will start in 2012.

In this mission statement one can find:

To enhance the international collaborative efforts which facilitate the role of photovoltaic solar energy as a cornerstone in the transition to sustainable energy systems.

Specific goals are:

  • To stimulate activities that will lead to a cost reduction of PV power systems applications
  • To increase the awareness of PV power systems potential and value and thereby provide advice to decision makers from government, utilities and international organisations
  • To foster the removal of technical and non-technical barriers of PV power systems for the emerging applications in OECD member countries
  • To enhance the co-operation with non-OECD countries and address both technical and non-technical issues of PV applications in those countries

The aim of IEA PVPS is to foster the international collaboration in PV in order to help PV to become a significant energy resource for the future.

This project, which is described here, supports financially the Austrian contribution to the programme, especially the contributions to: Task 1, 11 and 13 as well as the participation at the Executive Committee (ExCo) level. Beside the Tasks just mentioned, Austria also contributes to "Task 12: Environmental Health and Safety of PV Systems". These activities are performed by the Austrian environment agency Austria (Umweltbundesamt) - Project coordinator: DI Werner Pölz, financed by the ministry of environment. This activity is coordinated as well by the Austrian ExCo-member. Moreover, Austria has the lead in the new Task 14; since this activity is financed by another programme (PV-ERA NET) it is not part of this report.

  • Task 2: Performance, Reliability and Analysis of Photovoltaic Systems. Concluded in 2010
  • Task 5: Design and grid interconnection of building integrated and other dispersed photovoltaic systems. Concluded in 2003
  • Task 7: Photovoltaic power systems in the built environment. Concluded in 2003
  • Task 10: Urban-scale grid-connected PV applications. Concluded in 2010.
